Reading clinched their first ever promotion due to the goals of Hugh Davey (26 goals in 28 games) and Frank Richardson (12 goals in 13 games at the end of the season), aided by the change in the offside law. This was all the more remarkable as it was done without a manager, as Arthur Chadwick resigned. Instead the team was picked by secretary Harold Bray and trainer Jerry Jackson.

The season came down to a two-way battle between Reading and Plymouth. Reading seemed to have blown their chances when they lost their penultimate game at Crystal Palace. This left Plymouth needing just two points from their remaining two matches to secure promotion. However they could only draw their game in hand at Brentford, and then crashed 2-0 at Gillingham on the final day of the season. Meanwhile Reading were making no mistake by thumping Brentford 7-1 at Elm Park with Richardson scoring 4 and Davey 3. Following an agonising wait a boy with a board paraded around the ground with the news that Plymouth had lost and that Reading were the champions. It was the fifth successive season that Plymouth had finished second, a run they took to six the following year. They eventually gained promotion in 1929-30.
